Goodwill Goes Green - Pathways Out of Poverty
Request for Proposals (RFP) to Provide Services
This is part of a Request for Proposal (RFP) from legal entities interested in providing Pathways Out of Poverty (ARRA) funded educational and training services to eligible participants within a designated PUMA region with a focus on Travis county.
The program focuses on green Weatherization/Energy Efficiency and Renewable Energy/Solar training as well as job placement and retention. Eligible participants must live in the designated PUMA region, be over the age of 18, and meet one of the following criteria: veteran, ex-felon, unemployed, under employed, or no high school diploma/GED.
All participants that enroll and complete training must have the option to become OSHA-10 certified and the option to take the NABCEP Entry Level Exam. In addition to this training, Goodwill is requesting training services that would prepare and/or certify participants for placements in jobs such as the following: Weatherization Helper, Installer or Technician (not solar panel), Smart Meter Installer, Energy Assessor, Energy Auditor, Window/Door Replacement Worker, Building Performance Inspector, Crew Leader, Crew Member, Solar Photovoltaic or Thermal Installer/Technician, Solar Installer Manger, Lead Installer, Sales Representative or Solar System Designers or Engineers, Lead Engineers or Designers, or Senior Sales Managers. All trainings must provide a “green” energy efficiency focus.
Goodwill is anticipating that 200 participants enter the POP program. An estimated 150 participants will enter training with at least 120 completing training and 110 receiving certification.
Funding is estimated based on the complete term of the grant which will terminate on 1/27/2011.
